PRC Approves 7-day Extension for Registration of Salespersons
Last May 9, 2012, all accredited educational service providers for real estate seminars and trainings were called in by PRBRES for a general meeting. Among other things, the registration without examination for salespersons was discussed.
Four of five members of the board were present in the meeting, with Chairperson Eduardo Ong presiding. Alongside Honorable members Dinio, Fajardo and Cuervo, Chairperson Ong formally announced that their request for a SEVEN-WORKING DAY EXTENSION for the registration of HIGH SCHOOL GRADUATE SALESPERSONS has been APPROVED by PRC. Just like any announcement from the board, a RESOLUTION was drafted and finalized, and is now pending for full and complete publication in the Official Gazette or any major newspaper circulation.
Initially, we were told that the official announcement via the PRC website will be made TODAY, MAY 14. Should that happen, OUR INTERPRETATION of the possible extension dates are as follows:
MAY 14: PRC/PRBRES to post the Resolution formally announcing the SEVEN-DAY EXTENSION for the registration of High School- graduate salespersons
MAY 15-29: 15-day grace period after publication (which is typical in all resolutions)
MAY 30,31,JUNE 1,4,5,6,7: Probable 7-working days registration of HS graduate salespersons
Again, we reiterate that these dates are NOT the final dates, but only our INTERPRETATION of probable dates, based on last week's meeting with PRBRES. We are closely monitoring any new announcement from the Board, and we will make sure that we will disseminate this information as soon as possible.
So what happens now?
While waiting for the formal announcements, we advise ALL salespersons aspiring to get a PRC license to PLEASE FIX YOUR REQUIREMENTS ALREADY. According to PRC, a lot of practitioners were unable to "enjoy" the privilege of registering without examination or with mere proof of registration with DTI, because of missing requirements; specifically, NBI clearances, transcript of records and birth certificates. These are NON-NEGOTIABLE requirements, hindi nadadaan sa pakiusapan. Remember that the purpose of real estate service regulation shifting from DTI to PRC is to professionalize the industry, and to imply discipline and ethics, which are expected to any practitioner of any profession.
Who can enjoy this 7-working day extension of registration for salespersons?
This extension period is given only to salespersons who fall in CATEGORIES B and C, or popularly called as the "HIGH SCHOOL GRADUATE" salespersons. It is a common misconception that it is enough that an applicant as salesperson is simply a high school graduate, however, there the qualification is two-fold:
Category 2: Salesperson is at least a high school graduate and with an existing DTI/HLURB license or registration
Category 3: Salesperson is at least a high school graduate and with at least three (3) years of active practice in selling (from a developer or a realty marketing firm).
If you are a salesperson falling under Category 1 (at least 2nd year college), you have NO deadline in registering for a license. Further details on Category A are discussed in the Resolution 13 for salespersons.
What are the general requirements for all applicants of salesperson accreditation?
- Original and photocopy of NSO Birth Certificate/Certificate of Live Birth
- Original and photocopy of NSO Marriage Certificate/Contract (for married female only)
- Original NBI Clearance (must be valid)
- Passport-size photos with complete nametag below, on white background
- 1x1 photos with complete nametage below, on white background
- Recent Community Tax Certificate (CTC) or "cedula"
- Duly-accomplished application form (form is downloadable in the PRC website)
- Category 2:
- Original and Notarized Certificate of Educational Attainment on the Completion of at least highschool graduate (e.g. Highschool diploma)
- Original and Notarized Certification of at least 120 credit units (60 units classroom lecture, 60 units training/fieldwork, certified by the developer/broker)
- Original and Notarized Certification of his/her DTI Licensed Real Estate Broker or HLURB-Registered Real Estate Developer
- Original and photocopy of DTI/HLURB Certificate of Registration as Salesperson
- Category 3:
- Original and Notarized Certificate of Educational Attainment on the Completion of at least highschool graduate (e.g. Highschool diploma)
- Original and Notarized Certification of at least 120 credit units (60 units classroom lecture, 60 units training/fieldwork, certified by the developer/broker)
- Original and Notarized Certification of his/her supervising real estate broker or HLURB-registered real estate developer.
