For New Brokers and Appraisers: How to Register at PRC

Congratulations! You are now officially real estate brokers and appraisers! A few more steps (read: registration and oathtaking), and you will be LICENSED PRACTITIONERS like many of your colleagues!

Here is a step-by-step guide on how to register at PRC and apply for your license.

REQUIREMENTS:

1. Duly accomplished Oath Form or Panunumpa ng Propesyonal. This is free at PRC, but to save time, we suggest you download and print your own copy via this link. (on Regulations Office>Oath Form or Panunumpa ng Propesyunal)

2. Current Community Tax Certificate (cedula) - You should have this already since it was also needed when you applied for your recently concluded exam.

3. Two (2) pieces passport size pictures with complete name tag (for the Oath Form and Certificate of Registration)

4. One (1) piece 1"x1" picture in plain background (preferably white) with complete name tag (for Registry of Professionals)

5. Two sets of metered documentary stamps (for Oath Form and Certificate of Registration)

6. One (1) short brown envelope with name and profession (profession is Real Estate Broker or Real Estate Appraiser)

7. Original Surety bond, minimum INSURED AMOUNT is P20,000. Obligee for Real Estate Brokers is: Professional Regulation Commission (PRC)/Housing and Land Use Regulatory Board (HLURB). Obligee for Real Estate Appraisers is: Professional Regulation Commission (PRC) ONLY. For government employees, no Surety Bond is required, but instead, submission of a notarized original Certificate of Employment from their respective offices is required. - the P20,000 amount is DIFFERENT from the PREMIUM that you ACTUALLY PAY the insurance company.

8. P600 for Initial Registration fee; P450 for Annual Registration fee

9. OTHERS: Black ballpen, pencil, stamp pad, paste, stapler, extra cash for notary (in short, bring your own supplies so you can fill up forms and do whatever needs to be done in your forms WHILE IN LINE)

STEPS IN APPLYING TO PRC:
(Thank you to Jay and Cherry Castillo for the reference!)

1. Arrive at PRC with COMPLETE REQUIREMENTS, IF POSSIBLE. Otherwise, the Oath Form (Panunumpa ng Propesyunal) can be found at the Public Assistance Center (near PRC entrance gate). One passport size picture goes here.

2. Buy two (2) documentary stamps from the window near the entrance (P21.00 each). Give them your oath form as they will gladly paste one stamp on it for you. Don't lose the other stamp.

3. Proceed to the 3rd floor of the Annex Building. How to get there: take the stairs beside the coop store. Turn left towards the hallway (by this time you would know you're in the real estate broker's registration section, because the long line starts here).

4. Upon entering the room, have yourself verified at the table on the side. By verification, they will check if, indeed, you passed the broker or appraiser's exam. They will pull out and return to you your PERRC Form (you would remember this as the white index card-like thing you signed when you applied for your exam permit). Your rating is also written here.

5. The second long-line waiting is at the Cashier Section (same room) - pay P600 + 450 = P1050. Bring exact fees if possible to save time.

6. The third (and final long-line waiting) is at the Registration Table (same room). When it's your turn, the officer will ask you to sign in the Roster of Registered Professionals Log Book. It's like a registry where you have to put your signature and put thumbmarks several times. You will surrender here your 1x1 photo and the brown envelope with your name and profession written at the back. They might also ask for your other documentary stamp tax (remember you have to buy 2, and the first one was stuck in your oath form already?) and your other passport-size photo. Finally, you can submit your surety bond here. You surrender the original bond, so make sure before going to PRC you already photocopied it, if you want a reference copy. DO NOT LEAVE THIS TABLE WITHOUT GETTING YOUR CLAIM SLIP FROM THE OFFICER. This will be your proof once your Professional IDs are ready for pick-up.

7. The final stage is buying your oathtaking tickets. If it will be held at PICC, fee is P600-700 per person. If at the Manila Hotel, fee is P1,000 inclusive of merienda. Guests have to buy separate tickets.

8. Wait for the announcement on the final date and venue of your oathtaking.





FREQUENTLY-ASKED QUESTIONS

When is the deadline of filing for registration of new 2014 broker passers?
According to the PRC website, registration will be from April 1 (Tuesday) to April 3 (Thursday), at the Registration Division - Unit C, Ground Floor, PRC Main Building.

When is the deadline of filing for registration of new 2013 appraiser passers?
Registration will be from August 14 (Wednesday) to August 16 (Friday), 2013.

Will I get my license on the same day?
No, you will not. If you are able to register within the abovementioned period, you will be able to claim your license on the day of your oathtaking, after the ceremony.

What if I don't register within this period? Will my passing be considered null and void? 
No, it will not be considered null and void; however,  you lose the chance of getting your license on the day of oathtaking. You may still register after these dates, but expect that release of your license will take a while, say 2 months or so. Nevertheless, you can still register as officially a licensed real estate broker/appraiser.

Can I not join the oathtaking?
This is a once-in-a-lifetime experience so why miss it? Those in the top ten are even asked to receive their recognition certificates on stage. In short: make time for it, just as you made time preparing for the exam. It usually falls on a weekday, so file your leaves in advance.

Can I ask someone to register for me?
No, first time registration should be done personally. Remember that one has to sign in the Roster of Professionals Registry, and that cannot be proxied.  

Where can I get my original surety bond? Do I really pay P20,000 for it?
There are several insurance companies that offer real estate surety bonds (sometimes they call it indemnity insurance).

You don't pay P20,000 for a surety bond - that is the worth of your insurance. Insurance companies usually charge between P1600 - P2500 for a 3-years, P20,000 worth indemnity insurance.
